The merit list for the MP Patwari recruitment exam was disrupted, with 45% ineligible contract workers candidates being selected.

After 7 months of the Patwari recruitment examination held in Madhya Pradesh in 2022, the General Administration Department has given a clean-chit to the exam. But, now the names of ineligible candidates are appearing in the merit list and the matter of selection is coming to light. Names of 45% candidates who do not fulfill the required eligibility criteria for appointment to contractual posts are also in the merit list.

Actually, 597 ineligible candidates have been selected on 1316 posts reserved for appointment on contract basis in Sub Group- 2 and 4. For appointment and selection on these posts, it is necessary to have at least a graduation degree in any subject and 5 years of experience of working on contract basis.

The date of birth of most of the candidates in the merit list and waiting list is after January 1, 1996. The date of birth of many candidates is also in the year 2003. In such a situation, the question is how the candidates between the age of 21 to 25 years have achieved at least 3 years of graduation and 5 years of work experience.

Actually, Employees Selection Board (MP ESB) had issued notification for recruitment to 6755 posts of Patwari. 1316 posts were reserved for contract workers. In such a situation, at the time of application, the Commission only asked the candidates whether they have the required qualification or not.

This means that those candidates who did not have the required qualification i.e. employees who were not on contract or who did not have 5 years of work experience had also applied for appointment in the contract category. He gave the exam, passed it and now his name is also in the merit list.

Clean Chit by General Administration Department

If a candidate has passed 12th at the age of 17, then without any gap he will complete graduation at the age of 20. Immediately after this, if someone has worked as a contract employee, then at the age of 25 he will have at least 5 years of work experience.

Regarding the selection of ineligible candidates in the merit list, the Director of MP ESB said that the candidates who have filled the ‘Savinda-Karmi’ category in their application will be selected in this category. Releases the result only according to the application letter of the candidates. But, the document verification of the selected candidates will be done at the level of the department for which they have been selected.

Principal Secretary of the Revenue Department said that these candidates have been selected only in the examination and the merit list has also been prepared accordingly. Such candidates who have applied in the contract category will have to bring the necessary certificates during the appointment. The process of document verification will also be strict.

The selection process seems to have overlooked the qualifications and experience of candidates during the application stage, leading to ineligible candidates passing the exam and making it into the merit list.

Counseling will be done in two rounds. Appointment will be given in the first round from the main selection list. If the posts remain vacant then appointment will be given from the waiting list. Since counseling is conducted in only two rounds, if ineligible candidates are eliminated during document verification, the posts will remain vacant and genuine contract workers will not be able to get the benefit of reservation fixed for them.

In such a situation, the contract workers say that the option to upload the certificate should be given online and a fresh merit list should be made. Apart from this, there should be at least 5 rounds of counselling.

The then Chief Minister Shivraj Singh Chauhan ordered an investigation into the exam and after 7 months of investigation, no irregularities have been found in the exam. Investigation has revealed that 78 centers were set up for the examination.
